Arizona Supreme court rule 31 requires document preparers who are not Arizona licensed attorneys to become certified. Effective July 2003, those persons who prepare legal documents for clients in Pro Se (without attorney representation) must meet certain criteria as set forth in the new rules. These rules require certain educational and ethical standards and set out guidelines as to what a preparer may do without  participating in the unauthorized practice of law.
